'95 ES300 whining

I will try to detail better. When I am driving and when the engine is revving, there is an accompanying whine coming from under the hood. I have also had some issues with my belt squeaking shortly after starting the car. More so if I turn the air conditioning on. It goes away after a bit. Sometimes I hear the belt squeak again. Possibly when the air conditioner compressor or something else on the belt system engages. Someone suggested possibly the tensioner pulley may be going out. I did change the alternator and tightened the belt more hoping the squeak would go away. The belt appears to be in good shape, but maybe I need to look at changing it.

You can get a Gates Krikit II belt tension gauge to check for sure (I forget the spec). 1MZ doesn't have a tensioner pulley, the main serpentine belt goes from the crank to A/C compressor and up to alternator where it's tensioned.
I've got several of these engines, and most belts tend to squeal if they're not properly tensioned.
EDIT: Here are the specs.
Alternator belt
New: 170-180 lbsf
Used: 95-135 lbsf
Power Steering belt
New: 150-185 lbsf
Used: 95-135 lbsf
..."Used" is any belt that has been running for five minutes under the "New" tension.
Here is the belt tension gauge:
...of course, I'd solve your overheating issue before worrying about belts .
