2002 ES300 Idle Trouble

I have read a few threads on this forum about the idle issue effecting the 02 ES300. However, none really answer my problem. The idle of my vehicle fluctuates between 250rpm to 500rpm warm. It really depends on if the AC, radiator fans, power steering, or other things are being used. If you disconnect the battery the car will idle around 100 rpm until the computer relearns. After relearning, the idle settles around 450 to 500rpm with the AC or radiator cooling fans off. Once either turns on, it drops to about 300 rpm. The rpm drop further when turning the steering wheel. When the idle drops the engine runs rough and feels like it could die any second. When cold it idles around 600rpm and then drops as it warms.
I recently changed the dog bone mount, front hydraulic mount, and installed new vacuum lines to it. I believe the idle issue was occurring before replacing both. The bad mount was masking the low idle and rough engine. The alternator is in fine condition and the battery is less than a year old.
The car has 111,000 miles and runs great....except for the low idle.
What is normal idle for this vehicle?
What should I be checking next?
