Leaking coolant for sure. Looks like there is no gasket so drain coolant, remove, clean, seal with RTV.

It's just a block-off plate, got a groove to lay a nice bead of coolant-resistant/water pump RTV in. I think the torque is 7 ft-lbs.
Toyota has a super-secret coolant FIPG for that and the valley cover plate, but it's about $115 a tube. Last time I did those was on a '99 ES with 243k, found a new-old stock tube on eBay for $20. Hey, it still hasn't leaked, a year later.

As stated no need to replace the part, clean it and seal with RTV. I posted the diagram to show there is no gasket.
