there are some how to youtube videos on adjacent years/same model or analogous Camry. Basically jack up front passenger side, remove lug nuts, remove tire set aside, remove wheel well wall. Pump is reachable just within threshold, up and to the left, visible by pulley. been a few weeks since i saw videos, so you will want to watch for yourself...but its pretty straightforward for the experienced home mechanic- release/loosen belt(s) obstructing and/or mounted on power steering pump. leave hanging on other pulleys/no need to remove belt fully. Remove pulley on power steering pump (specific tool for this can make easier). Disconnecting hoses (block openings with scrap of rag to keep out dirt from system, checking for leaks amid hoses, unplug tandem electrical connector.

Replacing the pump is fairly easy. I replaced a high pressure line on a 95 Camry with the 1mz-fe engine two years ago. I'm guessing the 99 ES300 is very similar. The pump had to be removed in order to disconnect the high pressure line. Removing the pump was the easy part. Here's what I wrote at the time.
Power steering pump removal. Remove the two bolts holding the pump to the engine. One is obvious. The second is hidden from view by the power steering pulley. The bolt is on the upper left side of the pump. I removed the pulley to gain access. Once you know where the bolt is located, it can be removed and installed with ratcheting wrench from the upper left side of the pulley. This bolt does not come all the way out but does not hamper the removal of the pump. The bolt remains on the engine. Remove the low pressure return hose from the pump.
Banjo bolt removal. Once the pump was dropped, I used a 24 mm wrench to hold the nut on the pump and used a 22mm socket with a long extension and a breaker bar from the top of the engine. The banjo bolt broke free with a "crack".
