Default Electric fans problem

Hi,
i am new to the forum. Dont know how to get help from the community. So I am just posting the prob i am having with my lexus expecting some useful tech tips.

I've just bought 2002 es300 that appears to have higher coolant temp than it should. I always use live data for ect temp whenever i suspect overheating with any of my car.
I have replaced the rad cap, flushed the coolant, serviced the radiater changed the thermostat replaced the radiater fan broken fan motor, i even checked ect sensor visually (one above the T stat housing) i still have the prob.
here are few things that in my opinion not normal with my car..
1, fans run at high speeds intermittently i mean what i noticed is that sometimes i saw them running full speed at 90°C and sometimes very slow even on 96°C.

2, Fans do not always runs high speed when ac is turned on.

3, disconnecting the switch at the bottom of the rad or unplugging the ect sensor do not make fans to turn on.

one strange thing I've noticed is that coolant start dripping into the resorvoir even when the temp is under 88°C which i think it should not do until there is enough pressure there for rad cap to release some though it goes back when it cools down.
i live in Middle east where there is a very hot summer in this time of the year.

also, can someone tell what is the normal operating temp range for es300 my Two of previous Avalons Honda Accord and a Yaris they all have between 85°c to 90°c and this es300 is ranging from 90°c to 98°c....!
