Passenger low beam went out ... now what
I've got a 2003 ES300 with the HID kit. The low beam went out. I bought a replacement bulb for $99 at Autzone and carefully installed it, but it didn't fix the issue. Could it be the ballast? How can I tell if the ballast is shot? Could it be a fuse? All other lights (high beams, and all driver side lights work).
Not sure what else to do.

Swap the ballast from the other side to verify if you have a bad one. Replacements on Ebay are not expensive.

I'll second what the previous poster said, but suggest you just swap whichever part is easier to get to - bulb or ballast. Switching either component will tell you which one is Really your problem, anyway.
Also, converting from HID to Halogen would require you to have a completely different headlight assembly/housing, as well as being a massive downgrade in light output. Generally people want to go from halogen up to an LED Kit or HID Kit, not the other way around.
