Squealing, whistling sound on startup

Bought this car used. Has this high pitched whistling sound on startup.
Car has 115k miles, belt changed at 65.
Driving around with the car I still hear it.

1) Is AC on or off? If on, turn it off and see if sound changes.
2) Did this start recently? If so, was it when it got cold?
3) Does the frequency change with you stepping on accelerator?
4) Did you pop the hood and listened to where about its coming from?

AC was not on. It starts when the car has not been running for close to 24 hours. As I drive it gets worse. But if I turn the car off and turn it back on an hour later, it seems to have dissipated.
I haven't had a chance to check where it's coming from with the hood open.
It was 60 degrees, but earlier it was in the high 40s to low 50s

1) So you bought this car and it was making this noise already Or just started?
2) Buy some Prestone Belt dressing at WalMart or user some water and spay on belt and pulleys lightly.
If they user aftermarket belts they don't last as long as OEM, so might need to replace it again. It's also possible its a pulleys gone bad or tension is off.
Follow this Video and you'll be all set.
