Is this a good quote for 2002 ES300 oil leaks?

Hello all,
This is my first car and my first time I am taking it to a mechanic since buying it 9 months ago (used, in good condition with inspection at sale). There was a burning rubber smell, so I took it to a mechanic that had good online reviews and he gave me this quote:
"Massive oil leaks coming from different places in the engine. The Valve cover gaskets are pouring oil on to the exhaust manifold. Right CV Axle has a small leak. 3rd brake light is out."
He would "remove intake plenum, remove and replace blown valve cover gaskets, PCV valve, spark plugs (right and left bank) tubes and seals. Replace cabin air filter. Degrease/Pressure wash engine after repairs. Replace 3rd brake light bulb", all for around $470 (labor) + $220 (cost of items such as spark plugs, valve, hose, etc.).
I understand its hard to know without seeing it, but would anyone be able to give me advice if this is a fair quote or not? For perspective, this shop is within the DMV area (I've heard the area can affect the price?)

I was just quoted $650 yesterday to have the valve cover gaskets alone change out on my 05 ES330 here in Sunnyvale, CA
Another shop in San Rafael, CA quoted me $460 for the same job.
Hope these numbers help you out.

Yes, it's a good price. Be sure to check the condition of plugs as it's only possible to change them with the plenum off. If the plugs have many miles on them, some new iridium ones in back is wise.

Ask what parts he is using. It would be good to use new OEM valve cover bolts and gasket.
