Rear running lights short

Good morning y'all.
I have an 05 Lexus that I cannot find the short on for my rear running lights. I checked the left trunk support as it was the first thing I found after googling, and I checked under where the trunk latches since I saw a mention of that while searching. I've traced all the wires back to what appears to be a control module in the left side of the trunk, a little forward of where the left trunk light is. Could this module be bad? My brake lights are working and my trunk lights are working. I pulled all the bulbs and replaced the fuse and it blew immediately when I turned the key over indicating (to my knowledge) a hard short somewhere. Actually, the one place I haven't checked is that light bar in the rear window (forgot it existed). Anyways, if anyone has any ideas please let me know where to look. I had read that fog lights might be included in the circuit, but that doesn't make sense to me from an engineering standpoint.

That module is the lamp failure indicator try unplugged it see what happens. If it's toast no big deal search Ebay for 89373-33290.
