Hi guys,
Not sure if this is normal, not a huge deal but just seeing if others do this too. On a cold start, RPMs spike to about 2100, then drop immediately to like 1700, and it kinda does this dancing thing where it will go up like 150, then down 250, then up 150, and eventually settles at 700 like it should. Once warmed up its rock solid 700 RPM but it just seems a little weird. Probably need to clean the IAC but its not really bothering me much or the car since the transmission needs to be fixed first.

Hello,
It is not really normal for those cars to do that. In general, after the engine is started, RPM drops to around 1500, and stays there for several minutes, slowly going down as the engine warms up. It is also normal for them to stay in 2nd gear until the car warms up some, a slightly annoying feature that was probably added to warm up catalysts faster.
There can be a lot of different reasons for that, like bad IAC, spark plugs, fuel pressure, vacuum leaks, etc. To my knowledge, it should also show itself somewhere else, so look for other symptoms and go from there, checking parts as necessary. Just make sure to not replace parts at random, since it is a very expensive, and very ineffective way of dealing with problems.
Hope this helps and best of luck!
