Tire shop damaged valve stem How to fix?

Went to a chain tire shop to get tire patched after it went flat. After it was repaired I didn't check it after which was my mistake. Next morning I check the tire and I see they did extremely careless work. Rim is scratched and sticking out (will bring to different repair shop), valve stem is missing rubber and has new but broken cap. I'm primarily confused why the metal body of the valve stem is exposed. Not sure if it's pushed down or cut off and how this can be fixed. Pictures are below. First 2 show what it looks like with the exposed metal body and the third shows it what's supposed to look like.

Any ideas on what they did to this valve stem and how I can fix it so the metal body doesn't show? I'm going to talk to them when they open but the original tech won't be there and there service many cars so I'm expecting pushback and not many answers. Help!

Cover the exposed bit with a rubber hose?
Take it to another shop?
I would take it elsewhere. Your wheels need cleaning in the worst way.

The valve stems are not missing rubber. They installed high pressure stems used for LT tires (Light Truck) because they run high PSI, say 50-80. Totally unnecessary for a P rated tire (Passenger), but maybe they ran out of the normal stems...etc.

^^ never knew that. Still would not go back there having a mismatched valve stem is not ideal.
