95' ES300 Ignition Noise Filters (2) J/B no. 1?

I'm hunting down the ignition feedback i'm getting in a new radio install and want to replace the two capacitors.. just looking at it it seems i need to remove something or other for access... any ideas?... there part no. is 90980-04066

The replacement of the one (1) filter (i was apparently confused with a different model and thought 2 filters @ $15 a pop) seems to have resolved my ignition feedback through the sound system. I've just completed it and haven't tested extensively but at this point i don't hear a thing coming back. anyway.. the process is to remove the trim piece beneath the steering wheel.. there is 4 6mm bolts with 10mm hex heads to take off... then.. there is some light for something mounted onto the trim itself... pry at the top sides with a screwdriver and it will pop off... then... release the light housing from the bracket... the last piece is to remove the one (1) screw from the air plenum and that will be on the left end of it where it connects to the left side of the vehicle... it then just slides out and you can access the filter...
EDIT: - first.. this has not take care of all the ignition noise... second... the light housing mounted to the trim piece... it has to be removed first in order to access one of the 4 screws...

I've installed many head units have yet to have ignition noise, maybe the radio is to blame?

i didn't ground the receiver directly to the frame.. instead... i used the bundle ground... my 95' es300 has had an issue with the speedometer... i've pretty much resolved that through cleaning and reseating the grounds from ED and also the RH engine bonds... i plan to replace the battery cables and all the bonding cables with new, clean with tap all bolt holes and apply dielectric grease to everything...if that doesn't resolve the feedback then i'll ground it to the frame...
