The problem is you are guessing. You don't know if spark and fuel injector action is normal. As for the flashing light does the car have an aftermarket alarm?

On my car the security light goes out as soon as I put the key in the ignition this indicates the computer accepts the key. If the light doesn't go out the car will never start.

2001 service manuals says the following:
I can't find any security related info in the 1997 FSM.
When the immobiliser system operates normally and the key is pull out, the security indicator blinks.

The way to see how the immobilizer would behave without a chip in the key is to fully wrap the key in a tin foil, not allowing any open spots, that would in turn result in no signal getting to the pick up coil. The last time I tried in my 2000 ES300, the immobilizer disabled ignition system, though I am not sure what it does to the injectors, since I have no way of really checking it.
You can also unscrew one of the front plugs to inspect it, it is quite easy to do, and spark plugs are a good indicator of how the engine is doing. Before doing so, crank the engine and only then unscrew the plug, since it could be an indirect sign of whether you have fuel coming into the cylinders. Carb cleaner is not just fuel, it burns much better than regular gasoline, and that's why it is effective as starting fluid. That said, if the engine can't burn the fuel for one reason or another, it will stall, adding starting fluid will keep it running not necessarily because there is no fuel, but because it is easier to burn.

In that case the car wouldn't start at all (no power to injectors) this is a case of the engine starting then shutting down.

Did you watch that video? He shows how to check injector pulse. You need a noid light, oscilloscope, or any solid state (LED) test light (can't have an incandescent bulb response is too slow). I made my own using an LED and resistor.
