Huh.. Try measuring the voltage with nothing in the socket when the key is in the ON position. Make sure that the meter is working as intended by measuring the voltage across leads of the battery. You can also check how bright would the Test Light light up, the procedure is the same as for the multimeter, check how bright should it be when powered from the battery, then connect one lead to the bottom-most pin of the socket, and the other lead to the Ground.

It appears that the wire that supplies voltage to the Relay got damaged in some way, so that it is fine with small loads, but starts to act up as the load increases. The fuse box is modular, so it can be taken apart, while the process is relatively simple, it is quite cumbersome, so I would really suggest you to try it on a junkyard car before tearing into yours. There are a few clips all around the inside of the box that hold it together (see picture below), unclip those and one of the modules you unclipped can come out. That said, you may need to take all the modules out to access the last one with all the relays. In the fuse box, you will need to check the wire from EFI Relay to the Circuit Opening Relay, which is Black with Red stripe.

the measurements i gave you last night were both in volts which was incorrect im sorry about that ...this morning making certain i had good contact with the KEY ON i checked the battery voltage and that was 12.08V the socket measured 12.5 MV and the test light lit bright on the battery but not at all on the socket

Did anything change since the moment the car was starting? A blown fuse or something like that? In the previous post you stated that there is no voltage on the Center pin, the voltage there is supplied by EFI relay and 15A EFI fuse, you will need to check the fuse, since without it the car won't start. If the fuse is indeed blown and my suspicions are right, it would be better to not connect the battery back until the issue is resolved. I am starting to lean more towards the issue in the fuse box, the issue that I described in the previous post, though I have no idea if it is something that should be tackled by yourself.
