What happened to the old headlights?

The OEM HID units are supposed to be self-adjusting, they use a sensor linked to one of the rear control arms, so I doubt there will be an easy way to adjust those manually. First of all, check if a light or a frame of the vehicle have any damage, like bent clamps, loose lens, etc. Other that that, you can turn the headlights on, and then turn the ignition to the ON position, you should see the headlights tip all the way down and then go up to a proper level. If that doesn't happen, then you will need to check the motors and/or your integration relay.
While it is not really a "proper" method, you can either make or buy an adjustable arm for the level sensor I wrote about before. Toyota Part Number for one is 48906-35020, but it will set you back a few pennies. It is a pretty easy part to fabricate on your own, the only problem would be finding sealed ball joints, since all the regular ones you can find in hardware stores are not designed for outdoor use, so they can and will seize to the point when something would snap (ask me how I know).
