Default Taillights not working

Iv'e gotten a taillight issue which also is indicated on the dashboard instrument cluster, where when I press the brake pedal, the taillights do not come on. It's only the 3rd brake light that lights up.
But when I turn on the lights, the taillights actually light up, but when I press brake pedal, they don't get any brighter, and again the 3rd brake light comes on and is activated. I've changed the bulbs to new ones so I don't think thats the issue. Is this a wiring issue?

Remove the tape/insulation at the bendy part of the wires by the trunk hinge look for broken/shorted wires.

Are you sure you have the right bulbs? They have two filaments, one for brake lights and one for taillights(when headlights are on)

I know there are fuses. Not sure if there is a separate fuse just for the "brake" lights or not, but worth a check.

Manual should tell you that, it's located in the back, probably. (back of my manual for my 03)
