Front right wheel wobble causing noise around 40 mph

I own a 2005 Lexus ES330. Recently it had been making a buzzing noise around 40 mph. Took it to the mechanic and we found out the front passenger side wheel has a slight wobble which becomes worse around 40 mph but goes away at higher or lower speeds.
Mechanic says the bearing setup needs to be replaced and it's gonna cost around 700 USD. Is the diagnosis and quote correct?

Was the wheel from the other side put on the suspect side and the car road tested? There could be two problems, a bent wheel and a bad wheel bearing. Front right bearing is usually the first to go because of road slope there is more weight/pull on the RH front.
Cost does seem a bit high but replacing front bearings on these cars takes quite a few difficult steps.

No, but the wheels were rotated (front to back and vice versa) 2 months back. The problem was there before the rotation so bearing seems to be the problem.

On these cars in general when the bearings go they make noise that does not change with steering input. I'm somewhat skeptical that the bearing is loose I've never seen a Toyota bearing do this, just make noise.
