Default fan issue

I noticed that the heater/AC fan only works on the top 2 speeds on my '90 ES 250. Looking at the fuse panel in the engine compartment I see a couple of fan related relays. Any thoughts on which one controls the lower fan speeds?

RH side, remove bottom black plastic panel (clipped on no screws). Don't run the fan unless the resistor is mounted in place it relies on airflow to cool.

Nope those are for the radiator fans.

The blower fan relay is inside the car RH side kick panel. None of those relays and fuses under the hood have anything to do with the cabin blower itself.
