Trying to get the plastic backing off the underside of the console/armrest. seems to be holding up some where at the latch which I am trying to replace. No obvious screws holding the backing just plastic tabs at back which I have loosened. Any ideas out there.

Is it the Door Panel or the Center storage armrest that you are referring to?
Here is a Parts Catalogue for your car that can make it easier to explain you intentions.
The one on the door panel is actually "spot welded" with plastic studs holding it to the remainder of the door panel, you will have to cut them off and then drill the remaining studs for some self-tapping screw.
The Center Console one is held up by a bunch of screws all around the perimeter, with pretty strong clips as well, which can be tricky to take off without damage, though it all depends on what you are trying to accomplish.

Some pictures would be helpful.
For the upper latch, there are a bunch of pretty strong clips that hold the plastic backing to the arm rest, then it is only a couple of screws holding it in place, here you can find some pictures of the latch for the upper storage compartment. With that, considering the amount of those cars at junkyards, it may be a lot easier to replace the entire cover instead, chances of removing that backing intact are slim at best.
