Question VCI Techstream B2281 and B1276

Hey guys! I hope everyone is doing well!!-

Has anyone purchased a VCI with Techstream on ebay or Amazon? What are your thoughts? Is it just a glorified OBDII that Toyota uses? I believe that VCI cable firmware v1.4.1 does NOT allow any ECU/TPMS programing and that VCI firmware v2.0.4 allows you to program things but i am struggling to find one and any correspondence with a vendor in china is non existent. I currently have OBD Mx+ however is getting a mini VCI plus Techstream worth it? I thought it would be useful but also fun to use and learn how to use the software. Thoughts?

My 08 ES350 is intermittently no start, no crank, Power turns off. When i remove the battery terminal wait 30seconds, put back, power comes back, place FOB near PushStart and it starts and drives great. DTC is returning B2281 and B1276. I also wanted to test the immobilizer because the car going dead seems like it might be a security feature. I found this on YT but its not in English:

. I wanted to see what VCI Techstream tells me before i start taking the dash apart and i cannot afford taking it to a dealership or a mechanic that will just want to replace everything at the moment.
