Paint/finish of factory rear lip spoiler

Is it just me, or is the paint finish of the ES 350 factory rear lip spoiler not up to par when compared to the rest of the vehicle? On my vehicle, I can clearly notice orange peel on the paint finish of the spoiler (which came already installed on the vehicle--dunno if it was installed at the port but the window sticker listed it so I can only assume that it wasn't installed "after the fact"); the contrast between it and the finish of the trunk door surface is clearly obvious. Is this necessarily because the spoiler itself isn't metal, hence the paint doesn't adhere as smoothly to it?

In any case, the paint finish is flawless, I looked it over very carefully.
