Default B Pillar Interior seatbelt oil leak

Kind of a weird title... but seems to describe what my car is doing. I'm stumped on this one. My wife noticed this when sitting in the back seat over the Xmas break. It looks like has been happening for a while. The B pillar trim was previously pulled apart by the dealer to solve a rattle. Anyone have any idea how this could happen?

The third picture shows how I've moved the adjuster upwards so you can see where the oil stopped at the bottom. Where the handle exists to adjust the belt up\down you can also see some oil around the handle itself.

It seems like it might be connected to whatever work they did, but then it does not look like it is getting on the belt itself which seems it would if the work they did caused it, so it is perplexing to say the least.

May or may not be related, but that is exact area I hear sound as though water trickling down through there when it rains in my current car and really don't remember hearing that sound in former. I check for water there and at carpet at bottom off pillar inside car and so far no leaks and nothing that looks like what you have pictured.
