What is a good price for the 10K service? In Orlando they want $209 with rotating, balancing and changing the cabin filter. Is this average?

The price sound's much too high!
In the first place, you DON'T have to rebalance tires unless you feel a vibration in the front end. Just rotate them. I also think that the main 10k service should be oil/filter change, and check fluid levels. I wouldn't bother changing the cabin filter, unless you have a foul smell coming from your a/c vents.
Remember, you're the boss, so tell them what you want done and then ask the price. A lot of things that they tell you are necessary generally aren't, and you can have these simple service procedures done for much less(and as well), from private service stations.

I now am just shy of 15K and will rotate the tires then. Price for an oil change and tire rotation/balance was just over $100.
OR, you can go to a Toyota dealer and pay $19.95 for an oil change. The Camry V6 is the same engine
