Unhappy Programing Remote Entry FOB

A family member was in town and borrowed my ES350 and managed to lose one of my remote keyless entry fobs. Rather than pay the dealer $300 for a replacement there are some available on ebay. How hard is it to program/reprogram one of these remotes? Can you do it yourself or does the dealer have to do it? Also, how hard is it to get a new valet key? Price?

Your dealer has to do it. I paid like 50 bucks to program my smart card at the dealer.

That's what I thought. I called the dealer yesterday and he told me $59. I guess I'll have to bite the bullet.
