That 2-bolt plastic cover is for sound dampening. If you remove it, you'll notice it's lined with a high density foam. Apparently it's purpose is to deaden sound emanating from the timing chain, camshaft, and valves.

Not for sound dampening but to protect the rubber part of the hose.

This issue was on older revisions of this engine. They use metal line now
