It does not necessarily mean that the manual is wrong, but that only a certain amount of that 6.4 quarts will drain out when the oil and filter is changed. A certain amount of residual oil will remain in the engine even after the oil and filter has been changed.

As far as extra oil is concerned or overfilling, I would always rather have the oil level under the full mark on the dipstick as I have heard that overfilling could cause the oil to foam causing lubrication problems and seals to leak, though slightly overfilling it is probably unlikely to cause serious problems as far as lubricatrion is concerned. I like to have the oil level on the dipstick at least halfway above the F and L marks or as close the the F mark as possible without overfilling it.
