Paint is coming off behind license plate. Real shiny surface underneath paint like aluminum. Appears there is no paint primer. Car only has 7000 miles.

Are you sure that's not protective plastic film that you've found under a layer of paint? I'm not sure why the paint was over the plastic film on your car but on my 2011 there is plastic film OVER the paint in the upper third area under the licence plate.
