I suspect the starter or starter solenoid, but check other things first. Have the battery load tested - just because it shows 12 volts does not mean it has enough amps to turn the engine.
Check for a starter relay fuse.
Then check the battery cable connections, negative and positive, especially those at the starter.
Then, remove starter and take it to shop to bench test it. Most AutoZones and O'reilly's will test it free.
Beyond that, you're looking at a faulty start switch and/or starter relay.
