Possible AC/Climate Control problem

I have a 2007 ES350. When I keep my A/C on auto, the climate control doesn't seem to work well. If it is a hot day (85 degrees outside) my A/C in the car will blow at medium even if I've set it at 74 regardless of the interior car temperature. After a while when the temperature does finally cool down inside the car, the A/C doesn't decrease its level to low, it will still stay at medium. If I change the temperature setting to 71 it will blow more (or to 78 it will blow less). The A/C is also cooling effectively so that doesn't seem to be the issue. I'm not sure if there is a sensor that needs to be replaced that monitors the interior car temperature and regulates the Auto A/C level. The outside temperature reading is correct so that sensor seems to be working fine. I just want the climate control to effectively regulate the A/C level depending on how hot it is in the car and reach the actual temperature I've set it at.

I actually bought the car secondhand a few months ago so wasn't a real issue during the winter.
I feel like it's an issue because compared to my 2003 Toyota Avalon the climate control in the Lexus is less responsive/effective. I have not checked the internal temperature of the car but I'll try doing that tomorrow and post an update here.
Usually on my Toyota Avalon if my AC temp is set at 78, the AC will blow at full when you start the car (I live in Florida so temperatures are usually in the 90s during the summer) until the inside cools down. As the car cools down the AC level gradually decreases.
The Lexus on the other hand at 78 will never start at max AC output (it will start at medium) and as the car cools down over time it will stay at the same level.
I have to turn the temperature setting down to a lower temperature (usually around 71) for the AC to reach its max setting and then turn it back to a higher temperature for it to stop blowing at max even though the car feels much cooler.
But I will try using a room thermometer in the car to see if I can measure the internal temperature and see when/if the AC does change settings. Not sure if there is a better way to measure the internal car temp.
