I know what you mean and I think my 2000 4Runner head restraints did that, can't remember though, or was it my Mazda, or, or, or. What I do remember is that they never were adjustable enough to feel comfortable. In any case, you might want to search Amazon for a headrest pillow you can add on. Here's a link...

You've asked this question before and got the same response. It is a head restraint and not a REST. If you need to rest your head then try one of the pillows and see how that works. Your other options are to find a seat that suits your need and have it installed or sell the car and get one with a seat you like.

i've tried several recommended pillows
the problem with them is that the crevice they fall into (between top of seat and head restraint )is to high up for my height (seat too tall)
will another lexus model head restraint fit this seat?
anyone know?
i am pretty certain it will meet safety requirements if it comes from another lexus
question is are the holes where the restraint slides in all standard diameter and same distance apart on all lexus models?

So far no one here knows of any option for you. If you are dead set on getting something go find a custom car builder and explain what you want I'm sure for maybe $1 K they could make something up.
