Default Electric issue?

Lexus ES 350 2008. I came back from a business trip 4 days. My car had/has NO power. Not even the key FOB worked. Battery tests fine and put in a new alternator a month before. Also changed fuses. My windows will not work even when trying to charge the battery and some dashboard comes alive. However, If battery is not charging car electronics (ALL) does not work. Or course car is not turning over and when I try to start car when charged to a battery everything turns off Please help.

Replace key FOB battery.
Check battery connections, ground connections, starter and alternator connections.
Fully charge the car battery and use a load tester to ensure the battery is good - voltage alone does not show battery can sustain a load.
If car starts check that voltage reads 13.5 - 14.5 volts at idle. If not, get a refund on the alt.
If car does not start ... my DIY skills end here. Check alternator fuse. Ignition switch may be bad. Starter solenoid may be bad.

if it was an ignition issue he wouldn't have issues with dash illumination, stereo, etc, no?
