No, valve stems are part of the TPMS. However, you appear not to have understood my post in response to your prior question. I clearly said that a new TPMS includes the valve stem. Look at the design of a TPMS, there is a metal valve stem. The days of a separate rubber valve stem are history because with a TPMS they no longer exist. However if you do not replace the TPMS they may offer to service your TPMS for a lower cost and this will include replacing gaskets.
The life of a TPMS battery is 7 - 10 years. If replacing tires and your TPMS is that old it should be replaced at that time or you risk the batteries failing in the next couple of years which will lead to more costs to replace the TPMS at that time.
