Default High Beams

Hello I have a 2010 with OEM HID headlights. My high beams do not work even though I've changed out the bulb. Any suggestions to find the issue? Could it be the black box on the bottom of the fixture, which I'm guessing is the ballast?

I also noticed that during the daylight when the lights are off if I flick the stalk back to make them come on they do come on. The thing is the outside lights come on - not the 9005 bulbs on the inside, which are supposed to be the high beam, but the HID D4S on the outside get lit up.

High beams does not have balasts.
When you turn them on, does the blue light comes on?

Thank you for the response. The blue dash light does come on, yes.

Bulbs or the relay.
Do you hear the relay under the hood when you flash the high beams?

Just updating the issue. I took the car to the shop and they could not diagnose it right away. After a few hours they said that the high beams works through the fuse box and I would need to replace the entire fuse box. This shop (friends) works mostly on German cars so I did not have it done.
