Default Heat is on

Has anyone experienced heat being on constantly regardless of the temperature setting. If I set to “LO” cool air comes in.
I assume outside air comes in at that setting. I then set to another temperature like “68” , then it seems to function properly until I shut the car off again. AC is set to on in all cases.

I find that when the setting is close to outside ambient air, weird things occur. e.g. if it is 70 out and I have it set to 72, it heats up, which I wasn't expecting because it was set at 72 because yesterday it was 80, but, now today is 70 out, so the heater gets invoked and I need to turn it down to 70 or 69,
