My first time posting here so I hope I don't violate a bunch of rules.
I'll get right to it. I was driving today and I heard a very loud pop, followed by a dragging / scraping sound. I thought I must've hit something that got caught on my tire, but when I pulled over, I noticed a hefty cable/wire dragging on the floor. It's on the passenger side towards the middle of the body.
I just did a parking cable replacement on '14 ESh recently and it does not look like it. I will take a look at my car later today and will try to figure out what it is.
Just looked under a 2016 ES Hybrid. It "should" be the same as a 2017. There isn't a cable coming out of the plastic rocker molding like in your pic. That's on the outside of the pinch weld. I'm guessing something aftermarket? The parking brake cables on this 2016 are more down the center of the car before going to each rear wheel.
I still have absolutely no idea. The parking brake seems to work just fine, and so does everything else. There are no lights that came on, and definitely no engine errors.
It's definitely not something I picked up, I can't pull it out. It's coming from underneath the plastic guard. Once again, I heard a big pop, obviously the cable had been running incredibility tight. Now it's stiff and you can straighten it out by hand. It's hard to see where it was feeding into tho.
It is a heavy duty solid core electrical wire (or something similar) - it has no application in a car. The pop that you heard was most likely that wire hitting your car. I do not see any no other reasonable explanation - so maybe just try to pull harder?
By the way - I just checked and there is no such thing on my ESh either.

It very well could be road debris that was "just right aligned" and got stuck into your undercarriage. My 2014 ES story... I was going about 70 MPH on a road trip two years ago and came upon a big vulture (est. four pounds) in the road eating something. I started to slow down hoping--like most birds--the silly thing would fly away. I was going about 45-50 MPH and just as I came up on him, he decided to jump and started to take off flapping. Now get this: his wing was horizontal at just the right time and height and the force of impact caused that wing to slide into/under/through the rubber seal gap in the hood/engine compartment...and got stuck. After a quick death (I presume) the rest of the bird flipped back over and onto the hood leaving an imprint. We estimate it was about four pounds and...I had to pop the hood to get the bird out--his wing was that far into the engine compartment. (Also cracked the grill and disabled the DCC radar.)
So...yes, hitting things at "just the right angle" can cause damage of weird sorts. Dunno what you have, but it's not out of the question as others have suggested. It's kinda hard to see in the attachment, but there is an outline of the silly bird on my hood (this pict was taken later in the day.)
