No...they are spacers that attach between the floor of the vehicle and the bottom of the seat track. Some of them allow for bringing the seat closer or farther from the steering wheel. An unusually short person for example could get more comfortable if the seat could move just one inch closer to the steering wheel. a couple of inches in leg room could be achieved by moving the track towards the rear. If the spacer has height to it, it lifts the whole seat higher allowing for better visibility for shorter people.

My state has annual vehicle inspections. I am one of the state vehicle inspectors. There are some requirements for seats. The main requirement is that it has to be firmly attached to the vehicle. There are no requirements one way or the other about risers. As long as the seat is firmly attached, it passes in my state.
