Safety package
I'm interested in a 2013 Lexus ES or RX (I guess I'll double post in RX forum).
I want a car with the collision assist, lane departure, rear cross check, blind spot, etc. Are these saety features on available on the deluxe top of the line models or do lower trims have these features as an option as well?

For those options, in regards to the ES, dealers tend to order cars of higher trim to be equipped that way. You'll probably looking at cars equipped with Luxury package or Ultra Luxury package, but those safety tech aren't part of those packages. Collision assist and lane departure aren't very popular options in our region, so you might have to look a little harder. Blind spot (BSM) and cross traffic is a little easier to find, but you'll have to look at 2014 and newer for cross traffic (look for cars with both park assist and BSM).
For the RX, some of the safety tech that you mentioned isn't available, such as collision assist and lane departure and cross traffic alert. The RX is an older model that is due for an update, which will be released later this year. You can easily find used RX with BSM and park assist.

Regarding the pre-collision and lane departure options, I don't recall seeing them on any ES vehicles other than ones with the Ultra Luxury package. And my recollection is that, of the people who post here and have those options, they are on UL vehicles. At various times, the Lexus website has shown that the pre-collision and lane departure options have been available without the UL package, but I would expect that, if any vehicles have been configured that way, they are rare. Note that, at various times during the year, the Lexus website will show different package and option combinations as being available or not being available depending on what combinations are being built in the current production run. So, for example, the Lexus site currently does not show either of those two options (in my region, at least) as being available, even with an UL ES.

I have spent 2 months looking for Kane departure and pre-collision with a luxury package. I found 1 car with Pre-Collision in CA, but non near me. You may find one in the ultra luxury pkg only. I was going to wait for '16 where it will be easier to get a car with these options in a luxury pkg, and the pricing may be a bit better. I believe the pkg will be for all of the safety features. I am in the middle of negotiating on a luxury pkg with cross traffic, bind spot and parking assist. If I can get it at a price I am comfortable with I will not wait, otherwise I will get a '16 Avalon or ES. Nor sure if I like the new grill on the ES, think I actually like the Avalon facelift better. Good luck

I noticed the owner locations involved, Regional difference are common. The customary build for
the 2013-2015 ES's in the Central Area (the IL cars mentioned here) included BSM w/RCTA on
nearly every car including the occasional Non Nav, NuLux, Bridgestone basic.
