The cost of the parts is only a few dollars, and the major cost of the repair would involve the removal and re-installation of the bumper. Again, all of this assumes that that is the problem, but, if it is, it could be that the headlight mounting has also been pushed out of position, but, even if that is the case, the repair should still be relatively minor.

Are you (or your father) planning to get an assessment from a body shop before going to talk with the salesperson? If the dealership has already denied that there is anything "not normal" with your car, I can't imagine that they would be likely to change that assertion now unless they are forced to do so because you are armed with information from a body shop that gives them no choice except to back off on their assertion that there is nothing wrong. I also think that you are more likely to get help from someone higher up in the dealership, like a general manager or owner, than you would be with a salesperson.
