Get it aligned, make sure it is on the bolt and push towards the firewall. You will hear it click into place if you have it aligned correctly.
Yup it is the kick panel, quick question does it have 1 or 2 clips?

If I remember correctly, there should be one clip and a plastic nut. But you would have to look at the back of it to confirm.
