I have some odd grey bubbles developing on the rear of the car as pictured. I have washed that area several times and also used a claybar, but it has had no impact. Is that covered by warranty? Please let me know your thoughts. Rust-Through Coverage6 years/unlimited miles (corrosion perforation of sheet metal)

Did you buy the car new?
My first guess would be that the bumper was re-sprayed and that the job was not done in a proper manner. If you bought the car used, there is a chance that bumper was re-sprayed. That is a fairly common repair that a dealer might do before making a car available as a CPO vehicle.

Are those bubbles, or dark spots embedded in the paint? It looks like dark spots that may have been caused by tire dressing being put on and the car being "paint protected". Back in the early '90's, that happened to me. The only recourse was to have that area repainted.

I had this same issue when I had my Corvette repainted. It was explained to me that the paint had water in it that caused the bubbling. It had to be sanded, primered, repainted and clear coated.

The dark spots seem to be embedded within the paint.
