Default % off MSRP question

I saw many people report some 15~20% off MSRP (though I realize that it is now probably a lot harder with most 2017 stock gone). When people say that, that is including all incentives, correct?

And would the same apply to a lease? If the dealer is offering a mere 5.6% or so discount but with the current lease cash of $5000, would that be considered being about 16.5%?

Still trying to work something out with the dealer but at this point I am kinda getting tired and to a point where I'm not really caring as much.

if you are leasing, focus on the price of the car and monthly payment unless you plan to buy at the end of the lease.

When I bought my Lexus in Jan of 2014, I ended up with an otd price that was right at 15% off the sticker... Don't know if thats' considered good or not, but that's what I got.
