If you do a search on this forum you'll find numerous posts shortly after the 2013 models came out where owners upgraded their fog lights, taillights, and headlights.
Some switched to LED's, some to HID, etc. Just search "fog lights".

The color temperature has to be between 4300k and 5000k if you want the color to match the daytime running lights. not sure what type low beam you have.
check the lumens on the lights before purchasing. The higher the lumen the higher the light out put. There are numerous options, read the reviews and pick one.

Easiest swap would be Lexus LED fog lights from 2014 or newer ES as they were standard after 2013. Not sure on the dealer price for new ones but used ones should be easy to find for much less.

You could have a look at our H16 Xtreme LED CMB bulbs for your Fog Lights. They are designed to be more a Cosmetic change, rather than a Functional brightness upgrade, but they will definitely be brighter than a stock H16 halogen bulb like you currently have. These are available in 5000K (White) and 6000K (White/Blue) for colour-matching purposes, and a simple plug-and-play bulb replacement.
Generally speaking, if you want something that is going to be much brighter than the stock equivalent, you will probably need to look at LEDs that have additional components that go with them, and that will, necessarily, bump up the price a bit, but there are a wide variety of options out there.
