Because it wasn't. They broke in to access the ODB port.

Can they start the car from the ODB without the key fob? I noticed the shift lock cover gone also by the gear shift, did they bypass the shift-lock and locked steering wheel?

They use the ODB port to create a new fob.

we did recover the car and is in the shop for sunroof repairs. With them creating a new fob, can they come back anytime and use the car again (this time without breaking any windows/sunroof)? Why did they need to engage the shift lock release if they start the car with their newly created fob?

Yes, no idea about the shift lock. Maybe they thought about trying to tow it.

Gag. That's a lot of work to steal a car...and then not keep it or sell it on the black market or parts or something? Strange. Sorry to hear your story.
