Likely several factors that led to that decision. Likely number one... In the Android area, there are way too many older os versions out there, each requiring more unique programming effort to maintain compatibility with. There are very few iPhone users who are not running a recent version of the OS. As of this April, 76+% were running IOS 11.

I am not sure why, but Lexus is like BMW in this regard in that they do Apple CarPlay but not Android Auto.

Supposedly has to do with how much data Apple CarPlay and Android Auto collect and presumably turn over to Apple and Google. Toyota has been able to come to an agreement with Apple but not (yet) with Google.

It’s just Toyota being their usual silly stubborn self. They claim Android Auto is a privacy risk due to it having access to certain vehicle operating parameters like reading engine RPM. I mean, really Toyota, who gives a $#!+ ?? Put up a disclaimer in the head unit display and let the user decide if it’s okay to use Android Auto given that it will be given access to operating parameters. If you (user) don’t want to then don’t use Android Auto. 99.9% of users could care less, and some car enthusiasts might specifically want to share those parameters with vehicle performance tracking apps.

From what I see since I bought my 2013 ES, Toyota doesn't offer backward updates. I wouldn't count on them updating the previous gen Lexus cars. Maybe some company will offer an aftermarket tool to enable these features. I plan on buying a '19 but use Android exclusively so looks like I'm screwed...

That said, I see a no chance of Lexus offering an update on the 6th generation to ever enable Car Play or Android Auto as the technology platform doesn’t support it.
The latest generation of Lexus and Toyota vehicles introduced in 2019 use Ford’s SmartDeviceLink technology to enable integration with external devices and other advanced capabilities.
