Need a plastic wheelwell clip

2014 ES350 left rear:
I need a plastic clip that snaps into the rear wheelwell and edge of bumper cover. Dealer says it comes with a bumper bracket but wouldn't actually show me proof it does. He also wouldn't give out the P/N so my buddy could order the bracket for less than his $111.00 price. He did give me a breakdown with reference #'s that I was able to decipher the P/N from.
P/N 521560-06030 but when you look that part up there isn't anything saying it comes with the clip I need or anything at all. Please see my pictures and attachment in case anyone has been through this already.

Go to a reputable Body Shop, they will likely just give you what you need and send you on your way

Unfortunately not, it is a special snap in clip that is only sold with that inner bracket.
In fact Toyota is even different, it's a Lexus only thing.
