Inverter fluid and Engine Cooland Res at and above full line

Hi so im wondering when the engine is cold is it normal for the clear bottles under the hood for the inverter fluid and the engine coolant bottle to be right at the full line and just a tad over the full line ? like I always thought these should not be at the full line when the engine is cold cause they rise when it gets hot and don't want to overflow or something but is my way of thinking about this incorrect ?
before having the service done both of mine where just above the low line and after having them both service they where just above the full line.
however i never once over the last 60k have had the dealership tell me that its low and needs to be filled when I was in for any other services
so i was surprised when they had them all the way to the fill line
I know it sounds like I am overthinking this but with how expensive these systems are I don't want to have something messed up and have to deal with repairs
so is it ok for it to be cold not started and still be at the full line ?
