Unfortunately, rotors are not covered by any warranty in any car. Maybe in your State there is a used car sales warranty that covers it for 30 days/1000 mi or something.
If you have a completely straight blade and filler gauges or a light you can check for warped rotors even while on the car. However, vibration when you brake is very likely warped rotors.

Thanks. Then is there any validity to the 161-point Lexus inspection that asserted the rotors were in good condition two weeks ago?
(one theory is that they rusted because the car sat, and they never were adequately inspected)

Yes definitely. They sold you a car that they claimed to have been inspected. There is liability for the dealership and they should cover the repair since they clearly missed it. It is just a few hundred dollars so it might be easy to negotiate.

Warp
Heavy braking when wet is the usual cause of warping. Not sitting and light surface rust.
