No. You must have a subscription to utilize your remote start. I think this is poor on Lexus' part to require a fee every year just for remote start. I have a 2013 and added an aftermarket remote several years ago that gives better range, uses the Lexus smartkey and doesn't cost anything to maintain.

The remote start option for the 2013 ES was called RES. It was a $500 option, and it only works with the key fob. For the 2014 ES, there was a $700 option called RES+. It allows starting the car with either the key fob or a smart phone app. With RES+, you could use the key fob to start the car without a paid subscription, but you need to have a paid subscription to start the car with the phone app.
With the 2015, 2016, and 2017 ES, the remote start system is called Enform Remote. It requires a paid subscription to be able to start the car with either the fob or the phone app.
