Unless maybe they all enjoy the profit margin and don't want to rock that boat.
(But I also doubt that 90% is accurate.)

Only if they don’t want to sell more policies would that make sense.

”Hey boss, we currently have 25 percent of the market and charge the same as all our competition with a 90 percent margin. If we drop prices down to a 70 percent margin we could easily triple our sales.” Boss: nah I don’t want to rock the boat or make a lot more money.
