Correct, the laminate keeps the broken glass together and prevent glass shards from flying all over and cutting up the vehicle occupants. As a secondary benefit since the laminated glass isn't easily penetrated it will also help keep unrestrained occupants (or occupant extremities) within the passenger compartment for better crash protection. (AGC Automotive also claims their Lamisafe laminated glass provides total blockage of ultraviolet (UV) light.)

Tempered glass on the other hand just completely shatters into little "cubic" pieces.
